At PBF's Torrance Refinery we've supported 59 turnarounds, an estimated $650 million of project spend and $226.6 million of material managed and tracked.
Using a 15% reduction in material-related waste and a 20% reduction in contract planning spend, the modeled direct savings are roughly $47 million:

How the guarantee is measured
Savings are measured against a baseline agreed at the start of the engagement and documented jointly with you. Qualifying savings are hard-dollar reductions both sides can verify — material, planning labor, procurement and contractor cost. Schedule and productivity gains don't count toward it.
Why the savings are there to find
Turnarounds are the same work on a cycle. The same units, largely the same equipment, every four or five years — for decades.
And too much of each turnaround gets planned from scratch.
Contractors arrive, plan the event and leave, taking the knowledge with them. The next crew starts over, with its own tools, its own formats and its own level of productivity. Nothing is standardized, and nothing is kept.
Material runs on spreadsheets that can't tell you what's staged, what's missing, or what was ordered twice. So you order twice. You expedite. You pay freight you didn't need.
And every contractor quotes and reports cost in its own format, reconciled by hand.
